Mark D. Baldwin, Ed.D. - Dean, College of Education, Cal State San Marcos

Mark has over 30 years experience in public and higher education. In the public school setting, he worked as a teacher, counselor and administrator. In 1995, Mark joined the Cal State San Marcos College of Education as a faculty member and focused primarily on preparation of secondary teachers. For two years, 2002-2004, Mark served as an academic advisor to the United Arab Emirates University redesigning and implementing a new academic structure for the first-year program and assisting the College of Education in preparation for international accreditation. Over the past 15 years, Mark's work has been focused extensively on organizational change issues in educational settings.

 

Shirley Y. Bullard, Vice President of Human Resources and Chief Personnel Officer, The Ken Blanchard Companies

Shirley joined the SIATech Board of Directors in 2005. She is vice president of human resources and chief personnel officer with The Ken Blanchard Companies, a leadership and management training company based in Escondido, California. Prior to joining Blanchard, Shirley was the Director of Personnel Support Services with the Poway Unified School District. At Poway, her responsibilities included classified and certificated personnel functions and district-wide programs including health and welfare benefits, unemployment, workers' compensation, ADA, and personnel records management. Shirley's industry experience has also included more than 15 years with the U.S. Navy as a civilian employee who handled equal employment, labor relations, management and general personnel issues. Shirley attended Thomas Jefferson (formerly Western State University College of Law), San Diego receiving her JD and Bachelor of Science Law degrees in 1985. She is a past recipient of the YMCA's Tribute to Women in Industry Award, which recognized women who have made outstanding contributions to their employers in executive or managerial roles.

 

Linda C. Dawson. Ed.D., Superintendent/CEO, SIATech

Linda serves as president of the board of directors. She began working at SIATech in 2000 and has served as its Superintendent and CEO since 2004. Linda brings a wealth of experience in educational leadership positions, including principal of Abraxas High School and assistant principal at Twin Peaks Middle School and Bernardo Heights Middle School, all in the Poway Unified School District. She has been recognized as the Outstanding Secondary Administrator by the Association of Poway School Managers and Teacher of the Year for her exemplary role at Bernardo Heights Middle School. Linda earned her EdD in Educational Administration from United States International University in San Diego.

 

Stephen B. Halfaker, Ed.D., Superintendent, Lakeside Union School District

Steve served as the SIATech CEO from 1999 through 2004 and remains an important member of its board of directors. He has worked as a teacher and principal of secondary schools in several San Diego County school districts during his 25-year tenure as an educational professional. Steve has been widely recognized for his professional achievements, including the Job Corps Alpha Star Award and Poway Principal of the Year. Steve is a graduate of the University of Southern California.

 

Raiford Henry, Principal, Roosevelt Middle School

Raif joined the SIATech Board of Directors in 2007, and provides a wealth of experience in educational leadership. Currently, Raif is the principal of Roosevelt Middle School in Oceanside, CA, and has previously served in various educational positions including a technology teacher and the district staff development coordinator. He has masters in educational administration from United States International University.

 

Kevin Pressley, Learning Support Specialist, SIATech

Kevin joined the SIATech Board of Directors in 2007, and offers more than 15 years of experience in education. As a Learning Support Specialist at SIATech for more than four years, Kevin is responsible for writing curriculum, training teachers, and continuing to build a strong science program. Prior to SIATech, Kevin taught physics and Web publishing at various schools in the San Diego and Poway Unified school districts, and also served as technology coordinator at Rancho Bernardo High School. Kevin brings to the board a classroom-based perspective and first hand experience teaching at-risk students, and he looks forward to representing the needs and challenges of the organization’s teachers and students.

 

Dan L. Tilton, Director of Property Management, Gemological Institute of America

Dan is currently chairman of the SIATech board. He served on the NEWCorp board for five years and on the Guajome Park Academy board for seven years with five of those years as the chairman of the board. He has worked for the Gemological Institute of America for 11 years and is active with the city of Carlsbad, serving as a member of the Chamber of Commerce and on the Carlsbad Business Environment Committee through the Chamber.
